NLDTF CALL FOR APPLICATIONS (article first published : 2005-10-17)

The Distributing Agency for Arts, Culture and National Heritage, established in terms of the Lotteries Act (No. 57 of 1997), is ready to consider applications for funding from the proceeds of the National Lottery. To facilitate the adjudicating process, a specific qualifying criterion is being advertised for each of the following sub-sectors: Arts, Heritage (Cultural and Natural), Environment & Film.

Applications for projects that will begin in 2006 will be considered if they include the following documents: FORM 03/1, duly completed and signed; Project Summary, in the suggested format and not more than one page; Project Business Plan/Proposal with a costed budgetd and supporting documentation; Founding documents e.g. Constitution, Articles of Association or Trust Deed; Signed Audited Financial Statements for the most recent two years prepared by a firm of auditors registered with Public Accountant and Auditors Board (PAAB), and a copy of the South African Registration Certificate. Only one application per organisation will be accepted. Organisations with multiple projects must ensure that only ONE application is submitted clearly identifying all the different projects.

Registered Organisations that are not in a position to meet the above requirements of audited financial statements for the two most recent years are requested to apply in partnership with established organisations. There should be a signed agreement between the two parties and all documentation should be in the name of the organisation that can submit all the required information. All the organisations have to be registered organisations as not-for-gain.

The NLDTF does not fund profit-making organisations like Close Corporations and Pty (Ltd). Partnership arrangements between non-profit organisations and Close Corporationís / Pty (Ltd) is also not permitted.

Applications from previously funded organisations will only be considered once the Final Report on previously funded projects has been received. Applications for multi-year projects should not be for more than 2 years.

The Distributing Agency will consider applications in each of the above sub-sectors from organisations engaged in specific activities, as detailed below:

MAJOR PROJECTS: Funding will be made available for major projects of National significance in the areas of Arts, Heritage (Cultural and Natural) and Indigenous Knowledge and Environment including, but not limited to, tours, exhibitions, infrastructure development, capacity development, restoration and also for the acquisition of South African works for the long-term benefit of all South Africans.

ARTS: Creative Development Grants: Focus will be on artists across all genres in order to encourage the development and production of new, original work with a strong South African flavour, including but not limited to composers, choreographers, poets, writers, etc.

ARTS: Festivals: Applications are invited from the festival organisers who can demonstrate existing support and partnership within their community (local government, corporate sector, artistic community and public).

ARTS: Film Production and Distribution: Funding will be made available to organisations involved in the production of feature films, short films and documentaries with a strong South African element, to ensure quality and to strengthen the talent base in South Africa; and capacity development for Training and Script Development.

ARTS: Public Art - Priority will be given to projects linked to urban renewal.

Applications for funding are invited from historical, natural, cultural and architectural heritage organisations, CBOs, NGOs, Parastatal Bodies, Educational Institutions, Metropolitan Authorities, Local Authorities, associations or juristic persons. NB: NLDTF does not fund CCís and Pty (Ltd).

Preference will be given to projects that will promote the following areas of transformation: Equity and redress of historic imbalances; Nation building; Job creation; Capacity building & Skills transfer; and Creation of partnerships and opportunities for disadvantaged communities. NB: Late and/or incomplete applications will not be accepted. Faxed/electronic applications will not be considered. In terms of clause 5 of Regulation Gazette No. 21696 dated 27 October 2000, only organisations registered as not-for-profit organisations may be considered for funding. Organisations/Institutions applying must be registered in South Africa.

Organisations that meet the criteria as set out above are invited to request the prescribed application FORM (03/1) from: National Lottery Distribution Trust Fund (NLDTF), Central Applications Office, Private Bag X101, Brooklyn Square, 0075 or phone 0860 065 383 or fax 012 394 0222 or e-mail arts@nlb.org.za In order to be considered for funding within the scope described above, completed applications together with supporting information, should reach the NLDTF before November 4, 2005. The Distributing Agency for Arts, Culture and National Heritage reserves the right not to make any allocations.
